Capital Improvement Projects (CIP) is a multi-year forecast of capital needs of the City of Muskogee. The CIP is designed to enhance the overall quality of life of Muskogee's citizens by improving infrastructure, like streets, while also tackling amenities and facilities that need attention, like the public library and parks. The proposed CIP is a six-year plan (beginning on October 1, 2019 and ending on September 25, 2025) and a renewal of voter approved sales tax for previous capital projects.

What that means?
That's the  SAME TAX but  NEW PROJECTS in your community!

SPECIAL ELECTION:  Tuesday, May 14, 2019
For the purpose of election on the following propositions: 


PROPOSITION 1:  For the proceeds of a .33% sales tax be utilized to maintain & improve over 100 miles of residential streets; to maintain & improve collector streets in residential areas; replacement of outdated & damaged traffic signals; and other street improvement projects as recommended by the City of Muskogee Street Committee and then authorized by Muskogee City Council. 

** Monies levied and any interest accrued rom this tax are directly deposited and/or credited to the street rehabilitation fund of the city (established under the provisions of 11 Oklahoma statutes, Section 17-109) for the payment of and debt associated with said capital improvement projects.**

Prop 1 is the SAME TAX but NEW PROJECTS!
Prop 1: 100 Miles of Streets   

• The .33% sales tax levied, combined with matching funds, raises the      yearly budget for street maintenance and improvements from $2 million to $6 million. 
• Monies collected from this tax matched with monies from the City of Muskogee Foundation will result in more than
$23,000,000 in residential street improvements!
• This .33% sales tax will cover around 100+ miles of residential streets that need improvement the most.


Official Ballot Language: 
Shall City of Muskogee Ordinance No. 4066-A be approved for the purpose of street maintenance and rehabilitation projects,  levying an excise (sales) tax of thirty-three one hundredths of one percent (.33%) in addition to other excise or sales taxes levied by the city or any other taxing authority, upon gross proceeds or gross receipts derived from all sales to any person taxable under the Oklahoma sales tax code; providing that the thirty-three one hundredths of one percent (.33%) excise or sales tax shall be limited to a period, commencing October 1, 2019 and ending on September 30, 2025. All revenues from the tax shall be deposited to a special capital improvement fund to be used for street maintenance and rehabilitation projects as specified in the ordinance. 
Shall the above described ordinance be adopted? YES or NO  


PROPOSITION 2:  For the proceeds of a .17% sales tax be utilized for certain capital improvement projects, providing a stronger community & sustainable future for Muskogee. 

** Monies levied and any interest accrued rom this tax are directly deposited and/or credited to the capital improvement fund of the city (established under the provisions of 11 Oklahoma statutes, Section 17-109) for the payment of and debt associated with said capital improvement projects.**

Prop 2 - Roxy Theater Improvements

Parks & Recreation 
• Upgrade & maintain park facilities including: River Country Water Park, Muskgoee Swim & Fitness, and the Love-Hatbox Complex & Hangars. 
• Plus trail expansion projects and attention to the 22 parks in Muskogee's park system.

Roxy Theater
• Bring the historic theater up to modern standards to enhance patron enjoyment.

MLK Community Center
• Expanded parking to accommodate the more than 124,000 visitors since
opening.

Prop 2 - Public SafetyProp 2 - Muskogee-Davis Regional AirportPublic Safety
Muskogee Police Department: Updated Body cameras & storage of essential footage for officer safety, investigative purposes, court access, and public transparency.
Muskogee Fire Department: Acquire extractors to remove toxins & residue from equipment after fires, update station bunker gear, and
rehab aging station infrastructure. 
911 Center: Upgrade software & hardware with the latest in communication technology. 

Beautification
• Allows the city demolition program to reduce blight in the city by demolishing abandoned & uninhabitable structures as well as remove hazardous materials, trash, overgrowth, and debris. 

City Facilities
• Provide much needed maintenance & improvements to the over 100 city-owned properties, buildings, and play structures. 

Industrial Development
• Allows funding for Port of Muskogee and Muskogee-Davis Regional Airport to improve existing infrastructure(s) with the possibility of expansion to retain & recruit industry while creating jobs. 

Official Ballot Language: 
Shall City of Muskogee Ordinance No. 4067-A be approved for the purpose of special capital improvements, levying an excise (sales) tax of seventeen one hundredths of one percent (.17%) in addition to other excise or sales taxes levied by the city or any other taxing authority, upon gross proceeds or gross receipts derived from all sales to any person taxable under the Oklahoma sales tax code; providing that seventeen one hundredths of one percent (.17%) excise or sales tax shall be limited to a period, commencing October 1, 2019 and ending on September 30, 2025. All revenues from the tax shall be deposited to a special capital improvement fund to be used for capital improvements as specified in the ordinance.
